Oooh that's cool. I just read Way Of Kings and was thinking about this in that world as well. Very different tech/magic but it's all handed down from ancient times and relatively constant although there were hints of progress with the fabrials

Haven’t seen anyone mention The Forever War by Joe Haldeman. From what I remember this is core to the premise - ships travelling at relativistic speeds encounter enemy ships that might be decades or more ahead or behind in technology depending on when they launched.

Liu Cixin's Three Body Problem trilogy seems like an easy example from a great PRC author, but I'm also quite partial to his Ball Lightning, which is a more narrow application.
