Raab wanted Tolley to ignore all complaints which "resemble conduct reported in the press". So, er, that's all the complaints then. Nice try, bully boy.
Raab considers any civil servant who revists a decision to be "relitigating" his choices. Touchy little flower, isn't he?
I once knew a news editor who would use the "shaky hand" in a reporter's face. Who thinks a minister should behave as rudely as a stressed-out journalist? Anyone?
No-one told Raab he was a bully. That's all right, then, you carry on sunshine.
Senior civil servants DID tell him he was being a bit off. Up to a point. Why didn't they bat better for their junior staff?

At the Dept for Exiting the EU, Raab was "intimidating" and "unreasonably demanding" but no-one complained.
At the FO, Raab was "unreasonably and persistently aggressive", his conduct was "an abuse or misuse of power in a way that undermines or humiliates", and he knew it.
Raab threatened a civil servant with the code of conduct, ie losing their job in not so many words.
He was told not to do it, and he claimed the conversation had never happened. This sounds like lying to the senior management when caught out, doesn't it?
Nine people complained about Raab at the MoJ; then another 5. That's 14 from the MoJ, being considered by the report as a single 'group complaint'.

That's a lot of people to piss off in one office.
BUT the complaint was produced by a committee, and involved other ministers and senior bosses who had contribute to "a perverse culture of fear" at the MoJ.
Raab accused MoJ staff of obstructing him, and was intimidating, and they were quite reasonable to feel personally attacked and insulted.
Raab delivered "insulting personal criticism" and threatened people with the code of conduct again.
Raab would demand to know the name of the junior official who'd not done as asked on trivial matters, and then get their boss to apologise to him. What a petty little tyrant.
Raab's staff were so stressed they were off sick, and he knew it, but his culture of "unconstructive criticism" did not change. What a LOVELY guy.
Raab was abrasive but not abusive, and he should have known it wasn't going down well. Cue violins, launch defence based on this one para. "I just have high standards, with hindsight blah blah..."
Raab still doesn't think he did anything wrong, but is now playing more nicely. Doesn't that mean that he WAS wrong?
He clearly broke the ministerial code:

My prediction: back inside 6 months, with a muzzle.
