"In history, and indeed in the contemporary world, it is normal for democracies to die. When a tyrant emerges who deploys intimidating violence, it is normal (in the sense of typical human weakness) for people to be afraid and to go along. It is normal (in the sense that people will do it) to obey in advance and thereby to betray their own institutions and commitments."
